PROFESSIONAL PROGRAM MANAGER

On July 20, 2015  the Oversight Group on Capitol Rehabilitation and Restoration approved a contract for MOCA Systems to act as the professional program manager during the pre-construction phase of the Capitol Square Project. MOCA will represent the Oversight Group in working with contractors, user groups and others involved with the project, as well as making sure that the work stays on schedule and within the current budget. David Hart, Executive Vice President of MOCA, and his colleagues bring a wealth of knowledge managing preservation projects, having been involved in restoring state capitols in Utah, Idaho and Minnesota. Hart was also the former Executive Director of Capitol Preservation in Utah and oversaw the $250 million renovation of the Utah Capitol. Currently, MOCA is managing the design and construction of the $241 million Minnesota Capitol Renovation and a Minnesota State Office Building.

FISCAL AND CONTRACTING AGENT

CONSTRUCTION MANAGER

JE Dunn Construction was selected in 2014 to serve as the construction manager at risk. JE Dunn has worked on several state capitol building renovations - recently completing the $330 million Kansas State Capitol renovation in January 2014, currently working on the $205 million Minnesota State Capitol renovation, and kicking off construction on the $187 million Oregon State Capitol renovation in 2015.  http://www.jedunn.com

DESIGN AND RESTORATION

HDR, Inc. serves as the Architect of record for the project and is responsible for design. HDR, along with Preservation Design Partnership and Plan One Architects, is the design and restoration team for the project. Prior to being named the design and preservation team, the HDR, PDP, and Plan 1 team conducted a feasibility study for the restoration and renovation of the Capitol. http://www.hdrinc.com/

SPECIAL ASSISTANT ATTORNEY GENERAL

Michael R. O'Donnell, Special Assistant Attorney General, acted as counsel and coordinator for the renovation of Wyoming’s State Capitol and adjoining structures.
